SUBSTANCE: the unit has three measuring fiber circuits positioned orthogonally and made of anisotropic unimode light guide with preservation of polarization in the form of coils with a symmetric winding relative to the middle of the common length, splitting-connecting device, two photodetection modules, depolarizer, radiation source, phase modulators, signal transformation and separation device, the fiber circuits are positioned in the grooves on the frame formed by the monolithic spider and cylindrical body, the grooves on the spider and the coils of the fiber circuits located in them are mutually perpendicular, one of which is ring-shaped and the other-ellipsoid-shaped, detachable U-shaped crosspieces are installed in the point of their intersection, and the spider wall ends are interconnected by sector-shaped brackets forming an installation plane for the cylindrical body with the ring-shaped groove, optical elements are placed in the bosoms between the spider grooves, and from the outside the meter is closed by a cylindrical cap of soft magnetic material.
