These elements are so distributed in surface zone with depth 0.1 mcm that intensity of their signal generated by way of ionic analysis has dispersive ratio Rd = (Imax-Imin)/I average is below 5, preferably 2. Formula of invention describes process of production of such foil.
EFFECT: enhanced capacitance of capacitor.
