SUBSTANCE: proposed method intended for producing, investigating, and using low-temperature plasma includes initiation of electrical discharge between liquid electrolyte and solid state electrode disposed above electrolyte so that its bottom surface is below electrolyte surface, flow of electrolyte upper layers along its surface being organized in advance; discharge is initiated in gap between electrolyte surface and solid state electrode, and then burning conditions are set at current density through liquid electrolyte lower than 0.5 A/cm2, and electrolyte level is raised above bottom surface of solid state electrode; in the process solid state electrode is cooled down by pumping cooling liquid through it.
EFFECT: extended burning time of discharge, enlarged range of discharge current and power toward higher values.
