SUBSTANCE: proposed electrical-discharge device has electrolytic flow cell with current-conducting plate and water-cooled anode; its current-conducting plate is provided with hole whose area is larger than that of anode working end, and insulating plug is inserted in this hole. Current-conducting plate is installed so that its hole plugged with insulator is disposed opposite working end of anode and plate is dipped in electrolyte through depth of 5 to 10 mm.
EFFECT: enhanced power output, thermal efficiency, and operating reliability of plasma generator.
