SUBSTANCE: the invention is dealt with the field of optical communication. Produce an optical fiber and an optical fibber billet, optical characteristics of which, for example a dispersion of wave length are close to design values due to adjustment of value of change of a refractive factor in its core. The technical result of the invention - realization of a high quality and a high-speed transmission. An optical fiber and a billet of the optical fiber is manufactured so that in each point of location of an area, where the comparative factor of refraction of the core with respect to a shell makes 80 % or more from a maximum value of a comparative factor of refraction, the speed of change of a comparative factor of refraction in respect to the point of location along a diameter of the shell by its absolute value made 0.5 or less, where the point of location along the diameter of a shell is given in percentage of a diameter.
EFFECT: production of optical fiber and a billet of the optical fiber by the method ensures realization of a high quality and a high speed optical communication.
