FIELD: pipeline transport.
SUBSTANCE: device comprises a fitting whose one branch pipe is provided with cutting tool provided with a cylindrical milling cutter with side cutting surface. The second branch pipe of the fitting is used for connecting the by-pass line. The fitting receives two plugs. One of the plugs is mounted for permitting overlapping the first branch pipe of the fitting. The second plug is mounted for permitting overlapping the pipeline section to be repaired or overlapping the second branch pipe of the fitting and is provided with sealing surfaces on both sides.
