FIELD: civil engineering. SUBSTANCE: device has two cut-off members. One of them is installed in pipeline upstream from section to be repaired and the other, downstream from this section. Cut-off members are made in form of torus-shaped elastic chamber, through hole of which branch pipe coupled with by-pass line is passed. Torus-shaped chamber is coupled tightly with external surface of branch pipe and is fixed additionally by means of limiting rings. When pipeline is damaged liquid pumping-over through it is stopped temporarily, digging-out is performed (in case of underground pipeline) and damaged section and auxiliary sections are cleaned from ground. Process windows are cut out of pipeline wall, and cut-off members are introduced into pipeline. This done, by-pass line is connected with by means of coupling, and air is pumped into internal cavity of torus-shaped chamber with air of pump. Partial pumping over of liquid (20-30% of operating mode) over pipeline and by-pass line is continued by-passing section being repaired. EFFECT: enlarged store of process facilities. 3 cl, 1 dwg
