FIELD: mechanical engineering, hard-to-machine material and tough non-ferrous metal working.

SUBSTANCE: method involves rotating item to be worked; translating cutter and performing sinusoidal controllable movement of cutting edge of the cutter under the action or cutting resistance forces acting on oscillation contour, in which movable cutter part, flexible members and fixed cutter part pass. The second elastic-damping oscillation contour acting in plane transversal to main oscillation contour is also used. Contour cooperation provides additional damping cooperation of front area of movable cutting part with corresponding fixed cutter part, wherein some flexible members of main oscillation contour may damp shank of movable cutter part relatively the body. During turning cut operation oscillation contours are adapted to create angular oscillations. During cutting operation oscillation contours form tangential oscillations. During orifice drilling oscillation contours create torsional vibrations. Cutter comprises body, movable part rotationally connected to the body by oscillation contour including a number of flexible members. Additional elastic-damping member is arranged between working part and the body in front cutter area. The elastic-damping member forms additional oscillation contour. Elastic-damping member of main oscillation contour arranged in movable part shank is of damping type. Oscillation contour action planes are mutually transversal.

EFFECT: increased output, working accuracy and cutting tool resistance.
