FIELD: road building, particularly means to prevent ice formation on motor-road, aerodrome, pedestrian crossing and staircase pavement in winter period and to retain pavement hardness in summer.

SUBSTANCE: device comprises panel with body heat insulated from side of panel base. The body is sealed and provided with throttle members located in lower body cavity and with heat exchanger installed in upper cavity thereof. The device also has source of forced non-freezing working agent circulation. Gas compressor is used as the source in hot season. Non-freezing working agent circulation provides pavement cooling or heating.

EFFECT: increased efficiency and reliability and provision of device independence of ambient conditions.
