SUBSTANCE: proposed mobile communication system that functions to optimize delivery of information content greatly consuming frequency band (or stream for any of data-traffic peak hours) makes best utilization of vacant throughput capacity of radio communication network thereby admitting its more effective use. It also enables use of new services and price setting in cellular communication network otherwise impossible. Information content delivery class can be chosen by user basing on request or on subscription and predetermined by user profile. By selecting desired delivery user can obtain content at price constituting fractions of that comparable with immediate delivery cost as content is sent when network is least in use.
EFFECT: reduced price of information content delivery.
