SUBSTANCE: the device is made for axial rotation, it has a jet engine with a transition bottom burster charge with a fuse, body with a braking mechanism, radiation source, assembly providing a positive buoyancy positioned in its space. The braking mechanism is made in the form of a braking head with holes arranged symmetrically relative to its axis, and with a safety-actuating mechanisms, and the assembly providing a positive buoyancy is made in the form of a sealed telescopic system provided with a pressure accumulator with an ignition-delay mechanism, the braking head is coupled to the sealed telescopic system.
