FIELD: measuring technique.

SUBSTANCE: device comprises stator with supplying and discharging passages connected with the operation spaces of the chamber made in the stator, and blade rotor mounted inside the chamber with a spaced relation to the chamber walls to define radial and face spaces. The spaces of the chamber have hollows that receive rollers-distributor whose axes are shifted with respect to the axis of rotation of the rotor in radial and angular directions. The rollers-distributors are provided with hollows for permitting the rotor blades to move freely inside the hollows. The rollers are provided with sealing diametrical spaces between their surfaces, outer surfaces of the rotor, and end sections of the surfaces of the hollows and are kinematically connected with the shaft of the rotor through the synchronizing mechanism mounted in the space made in the stator from the side of the face of one of the spaces of the operation chamber. The device has the pickup of pulses of the rotor rotation. The device is provided with the electric motor provided with the magnetic clutch and mounted from the outside of the stator. The driven member of the clutch is mounted at the end of the shaft of the blade rotor that points to the additional space of the stator positioned oppositely to the space of the stator. The clutch is provided with the synchronizing mechanism. The axis of sensitivity of the pickup is arranged in the additional space of the stator. The stator and structural member of the operation chamber are made of a nonmagnetic material.
