SUBSTANCE: device contains controllable multiplexer (3), device for controlling the multiplexer (2), buffer devices (1), each one of which includes a buffer (4) of data elements, which corresponds to input ports, for recording data elements, recording counter (5), reading counter (6), block for determining input informational power (7), block for computing acceptable delay (9), block for computing required transmission speed (8).
EFFECT: increased efficiency of usage of available pass band and capacities of buffer devices, and, as a result, increased traffic capacity of the system.
