SUBSTANCE: device has buffer section incorporating data element buffers for respective ports used to store data elements received through input ports; counters of same number as that of buffers used to store number of data elements subject to storage in buffers; single sync pulse unit for determining counter-bound unit of data elements subject to storage in counters; selector for producing control signals to select buffers of maximum value by comparing their counter values; and unit for buffer-block output entrance and for multiplexing data elements entered according to control signals. In processing, priority is given to data elements put out of buffer that stores greatest number of data elements so as to prevent buffer overflow.
