SUBSTANCE: invention relates to video encoding means. Bit stream containing a syntax structure of hypothetical reference decoder (HRD) parameters is received by a decoder receiver, and one or more coded image layers such that all layers are associated with the same number of coded image buffer (CPB) delivery schedules, which is given by the syntax structure of the HRD parameters. Image from one of the layers is decoded using a decoder processor to obtain a decoded image. CPB delivery schedules are associated with a set of tests for compliance of the bit stream performed by the HRD operating in the encoder. Number of CPB delivery schedules is specified in the CPB HRD count minus one (hrd_cpb_cnt_minus1), where hrd_cpb_cnt_minus1 is in the range from zero to thirty-one, inclusive. Layers are organized into one or more sets of output layers (OLS), wherein the corresponding CPB delivery schedule for the target OLS is referenced by a schedule index (ScIdx) in the range from zero to hrd_cpb_cnt_minus1, inclusive.
EFFECT: high efficiency of video encoding.
