SUBSTANCE: invention relates to video encoding means. Using a hypothetical reference decoder (HRD), a bit sub-stream extraction process is performed to extract a target OLS from the OLS. Removing from the bitstream using the HRD a network abstraction layer (NAL) unit with supplemental enhancement information (SEI) containing a scalable SEI insertion message, when in scalable embedded SEI messages in scalable embedding SEI message there is no reference to target OLS, and when the scalable inserting SEI message is applied to the specific OLS, wherein when the scalable inserting SEI message does not include an index value (i) in the range from zero to the OLS scalable nesting number minus one, so that the ith OLS nesting index is equal to the target OLS index associated with the target OLS, in scalable embedded SEI-messages there is no reference to target OLS. Using the HRD, a set of tests for compliance of the bit stream on the target OLS is performed.
EFFECT: high efficiency of video encoding.
