FIELD: physics.

SUBSTANCE: invention relates to video encoding means. Bit stream is received, comprising one or more sets of output layers (OLS) and a set of video parameters (VPS). VPS sets OLS and contains parameters of hypothetical reference decoder (HRD) at sequence level, applied to all OLS specified by VPS, wherein VPS contains flag of presence of CPB parameters of sublayer (sublayer_cpb_params_present_flag). It is assumed that HRD parameters for all representations of layers with temporary identifiers (TemporalIds) are less than maximum TemporalId (hrd_max_tid), are the same as HDR parameters for sublayer presentation with TemporalId equal to hrd_max_tid when sublayer_cpb_params_present_flag is equal to zero. Images are decoded from OLS.

EFFECT: high efficiency of video encoding.
