SUBSTANCE: present invention pertains to wireless communication and can be used for generating required amplitude-frequency response and phase-frequency response of phase-manipulated, amplitude-manipulated, as well as amplitude-phase-manipulated signals in a given frequency band and phase transformation. The device for modulating amplitude and phase of radio-frequency signals comprises a source of radio-frequency signals, a three-terminal controlled element, a four-terminal network, made from resistive two-terminal elements, a source of low-frequency control signal, a load for the transmitted amplitude and phase modulated signals. The parameter values of the resistive elements that make up the resistive four-terminal, are chosen from the condition of providing for the required values of the amplification factors, ratios of moduli to phase differences of the transmission constant of the modulator in two states of the three-terminal controlled element, defined by two extreme levels of the low-frequency control signal, which are defined by a mathematical expression.

EFFECT: provision for manipulation of the amplitude and phase of the intermediate line signal in two states of the controlled element in a wide frequency band.
