FIELD: games; entertainment.
SUBSTANCE: device includes a base and an elevator made in the form of a tethered balloon containing a shell filled with light gas with passenger cabin and connected by means of ropes to mechanism of lifting and lowering thereof. Device is equipped with a lock retaining a lighter-than-air aircraft on the base in "dock" mode. Lifting and lowering mechanism consists of the reversing engine the load-carrying shaft whereof is connected by means of pinion unit to axes of freely rotating pulleys with ropes wound thereon. Outer rope ends are connected through the appropriate hawse holes made in the base to the lighter-than-air aircraft. Base is made with the possibility of rotating in azimuth plane and consists of two congruent platforms equally spaced as to height. Lifting and lowering mechanism is fixed on the lower platform in the gap between them.
EFFECT: enlarging number of devices used for overlooking terrain's panorama.
