SUBSTANCE: invention relates to encoding and decoding video data, and more specifically to scaled video processing. A method is proposed for scaled video data encoding, which involves receiving said video data, after which, based on the received video data, a basic level is generated, which includes at least one image and at least one enhancement level which includes at least one image. For each of the said basic levels and enhancement level, a characteristic identifier is generated, which is associated with a reference number; the corresponding sequence parametre set (SPS) is determined for each of the basic levels and at least one enhancement level, with different values of characteristic identifier. For a basic level and enhancement level with same SPS parametres, one sequence parametre set is used; and said basic level and said at least one enhancement level are encoded by using sequence parametre sets which determined.
EFFECT: increased encoding or decoding efficiency, avoiding redundancy.
