FIELD: physics.

SUBSTANCE: measurements of two parametres of the "measuring electrode - section of the monitored surface" pair are taken: capacitance and breakdown voltage or inductance of the measuring electrode, which is made in form of a rectangular flat spiral coil and breakdown voltage, or resonance frequency of an LC-resonator, formed by an electrode which is made in form of a rectangular flat spiral coil, and breakdown voltage. The measurement results are processed together taking into account reference values of these parametres, obtained from reference value sensors. The device has corresponding devices for measuring two parametres of the "measuring electrode - section of the monitored surface" pair, two switches, reference value sensors and a computer.

EFFECT: increased reliability.
