System comprises a centre of monitoring, control centre, on-board computer, subsystem of head car monitoring and/or subsystem of motor car monitoring and/or subsystem of trailed car monitoring, units of for diagnostics of wheelsets, axles, compressor, automatic braking equipment, units for diagnostics of power electric circuits, units of auxiliary electric circuits, units of pneumatic electric control circuits, radio channels of monitoring centre and control centre. In centre of monitoring server, diagnostics network and user computers are serially connected. Centre of control on movable transport facility is equipped with receiver of satellite navigation system connected to on-board computer.
