SUBSTANCE: device of video coding comprises section (101) of division for division of frame image that forms video data into multiple areas as target areas of coding, section (104) of coding to code images of each area, section (105) of inverse transformation and section (106) of summation for generation of reproduced image of coded image, section (107) of storage for storage of reproduced images, section (108) for generation of prediction to search for an area, which is highly correlated with reproduced image of template area, which is adjacent with area of target image of coding in previously detected position ratio and is part of reproduced image, from reproduced image, and detection of prediction signal on the basis of found area and above-mentioned position ratio, and section (102) of subtraction for generation of difference signal between signal of prediction and target image of coding as signal for coding.

EFFECT: invention provides for efficient coding of video data, when signal of prediction may be detected without use of motion vector.
