FIELD: transport.

SUBSTANCE: invention relates to electrical engineering and can be used at transport facilities. ECU (60) exploits voltage (V) of insulance detector (50) to define if insulance of electric power supply decreases or not. When transport facility outer load (80) is not connected to electric power supply (100), ECU (60) sets up threshold magnitude to determine insulance decrease equal to first rated magnitude. Otherwise, with load (80) connected to electric power supply (100), ECU (60) sets up threshold magnitude to determine insulance decrease equal to second rated magnitude, smaller than the first one, with due allowance for capacitive components of capacitors (C3, C4) and capacitor (84) with star connection.

EFFECT: higher accuracy of insulance decrease determination.
