FIELD: physics.

SUBSTANCE: system has a voltage sensor, a current sensor, a flow sensor for hot water, cold water and gas, a device for converting signals of consumed current voltage into a consumed power signal, a control unit, a block of sensors, a controller, a liquid-crystal display, a transmitting device, galvanic isolation units, an addressing unit, a sampling unit, a voltage control unit, a hot water pressure sensor and a hot water pressure control unit, a hot water temperature sensor and a hot water temperature control unit, a cold water pressure sensor and a cold water pressure control unit, a gas pressure sensor and a gas pressure control unit, a gas temperature sensor and a gas temperature control unit and a time pulse generator. The system also comprises a cold water pressure sensor, gas and hot water pressure and temperature sensors, corresponding units for monitoring quality of rendered services through which potential type signals such as voltage, pressure and temperature are controlled. From the control results, quality coefficients of services rendered are calculated in the control unit and payment for services is calculated taking into account the number of services and their quality.

EFFECT: determination of quality of communal services during use by a consumer so as to account for the quality of services when calculating payment for said services.
