FIELD: physics.
SUBSTANCE: in the method, while determining the number of services, service quality control signals are measured and generated separately from service consumption control signals in order to determine quality of services for a defined period of time. The range of variation of quality signals is divided into sections with given borders. While varying signals with time, the time parts at which they stay on each section relative the entire time for using the services are determined and stored. The sum of products of parts with assigned coefficients, different for different sections of the range of variation of signals, is calculated, and the sum of products is multiplied by the number of services used and then stored.
EFFECT: method of controlling utilities by carrying out extra operations for processing quality signals of utilities.
