FIELD: communal services instrumentation. SUBSTANCE: invention is related to equipment forming measurement information by primary parameters determining consumption of various housing and communal services by tenants under conditions of possible disconnection of network supply. Gear includes computer in central controller's office connected over various communication channels to house controllers and to personal computers of units on duty of fire guard, police, emergency service, emergency gas service, housing and communal services and elevator service. Each apartment of apartment houses has counters or transmitters of each consumed energy carrier which process information by energy carriers actually consumed by consumers: gas by its mass, heat with allowance for basic details of heating system in apartment, hot water by its energy content, electric energy with due account of change in time tariff, drinkable water with correction of temperature error and microcontrollers with independent power supply for primary processing of information that are connected together with transmitters of elevator operation and with desks for assistance calling to house controllers and via modems, communication channels and computer of central controller's office to personal computers of fire guard units on duty. All events are entered into storages of computers in time and can be printed out in the form of recording documents and bills subject to paying by tenants.
