FIELD: electricity.
SUBSTANCE: when generating electric field, high impedance dielectric materials are used, possessing a set of three mandatory properties: high dielectric permeability, high volume specific resistance and high maximum permissible intensity of electric field. System according to invention includes a pair of electrodes, comprising dielectric material, each electrode has at least one surface coated with electroconductive material, and dielectric material forms barrier separating conductive coating from treated medium; channel or space for medium is formed between pair of electrodes so that electroconductive material is on that surface of electrode, which does not contact with treated medium in channel or space; source of time-variable or time-invariable or pulse intensity connected to electrodes; and casing comprising this pair of electrodes, at the same time casing is arranged with the possibility to retain treated static or dynamic medium in channel or space.
EFFECT: invention makes it possible to prevent occurrence of conductivity current through treated material, therefore considerably reducing current of conductivity, power consumption, ohm heating and electrochemical reactions in electrode-medium interfaces.
