SUBSTANCE: proposed cutter incorporates cutting drum and, at least, one blade arranged on drum surface. Cutter comprises also blade shaft driven by drive mechanism in synchronism with cutting drum, but in countercurrent with the latter, and furnished with, at least, one counter blade interacting with drum blade. Cutting clearance between drum blade and counter blade is adjusted by varying turn direction of blade shaft relative to cutting drum with the help of adjusting element to adjust turn angle by, at least, one control surface.

EFFECT: higher accuracy of adjustment.
