SUBSTANCE: invention relates to a controller of a radio network and a basic station designed to set priorities in radio channels of signals transfer (SRB) in compliance with their content. The radio network controller may receive information on status of the resource in a unit B, which services a certain device of the user equipment, and request this unit B to set a priority for radio channels of signals transfer (SRB), along which information of signals is sent, as respects to control of a radio resource, which has specific importance and which must be efficiently sent in a device of the user equipment. The unit B sets priorities for such radio channels of signals transfer and plans to use radio channels of signals transfer with the set priority in compliance with their priority, using a sufficient quantity of radio resources.
