When an input of a command to terminate output of optical signals or a command to decrease output of optical signals is received, a unit of control signals exchange between devices sends a command to terminate output of optical signals or a command to decrease output of optical signals. Based on the input command to terminate output of optical signals or a command to decrease output of optical signals, the output of optical signals from the unit of the main signals transfer is terminated, or otherwise the output level decreases down to the value below the output level in the regular mode of operation.

EFFECT: increased quality of signal output during switching in case of maintenance.
