The distinguished feature of the invention is additional determination of rate of change of rejects intensity and duration of functioning from current time of i-stage of a cycle with number (n) meeting the condition n≥1, improvement of an item and its components, parametric interrelation between them according to functional.

EFFECT: reduced period for item development and debugging, raised fault-tolerance, reduced cost for debugging due to changed pace of perfection by means of accelerated debugging or adoption of innovation technique.
