SUBSTANCE: radio resource control (RRC) layer communication can be realised between a mobile device and base station. Additional information can be required by a downstream network component regarding the mobile device. Accordingly, the RRC resources can be used to transmit the additional information from the mobile device to the network component to facilitate multiple-phase establishment. This can be accomplished using non-access stratum (NAS) messages. Further, the information can relate to authorisation, security re-configuration, context re-synchronisation, mobile device identification etc.
