SUBSTANCE: invention relates to a base station, a network mobility management element, a user device, and methods for processing an instant messaging service. Base station includes a reception unit configured to receive, in the process of performing congestion control or congestion control, a radio resource control (RRC) connection request from a user equipment (UE), wherein the RRC connection request contains an indication of the type of service for the service initiated by the UE, and the indication of the type of service is used to indicate a voice service, a video service or a short message service, a determination unit, configured to determine, in accordance with the service type indication, establish an RRC connection for the UE, and a transmission unit adapted to transmit an RRC connection setup message to the UE.
EFFECT: ensuring the transfer of short messages when the network side performs congestion and congestion control.
