SUBSTANCE: result is achieved owing to use of constant dispatching when detecting switching from a talking state to a silent state, wherein resources which must be allocated during the silent state are allocated solely for the silent period, and resources which must be allocated to a mobile terminal during talk spurt are freed.
EFFECT: avoiding needless allocation of resources and increasing throughput of a communication system.
