SUBSTANCE: first weight coefficient is calculated for each image area when searching for estimates of movement between the target image area upper level coding and a reference image area, where the first weight coefficient is calculated based on change in brightness between an image area which belongs to a lower level and has the same spatial position as the target coding image area, and the reference image area. Movement estimation is performed using a signal obtained by correcting the decoded signal of the reference image area with the first weight coefficient and functions as the estimated signal when estimating movement. A second weight coefficient is calculated based on change in brightness between the reference image area and an image area which belongs to the lower level and has the same spatial position as the target coding image area; and the signal which is obtained by correcting the decoded signal of the reference image area using the second weight coefficient is determined, as a compensated signal when compensating for movement, which functions as the predicted signal of the target coding image area.
