SUBSTANCE: device comprises application of external electric current with preservation of dry side of contact and submersion of a treatment side into a treatment liquid. The method includes application of external electric current with preservation of dry side of contact and submersion of a treatment side into a treatment liquid. The level of treatment liquid in the zone of upper contact and/or transportation of the item is set with the help of overflows below the remaining level in the working reservoir, as a result of which sliding or rotary contacts in unstressed condition are also not soaked with the treatment liquid, when they are not in electric contact with the item temporarily.

EFFECT: provision of horizontal transportation of the item subject to treatment only at the lower side with application of the external current of liquid chemical or electrochemical treatment.
