FIELD: oil and gas industry.

SUBSTANCE: oil well development device is equipped with hollow pump out plugs, stock, pump out cone and packer. Packer consists of sealing element, housing that is made from above so that it can interact with sealing element, and from the inside it is put with possibility of longitudinal upward movement on the stock equipped on its outer surface with a bushing that is arranged above sealing element. Bushing is rigidly connected to the stock and has the possibility of being supported from above on sealing element that is arranged outside the stock. Housing is made in the form of a downward converging cone. On stock between housing and pump out cone there provided is shaped slot in the form of short and long longitudinal sections connected to each other by means of shaped section. Below pump out cone there located is hollow shell with collet centraliser from above, which is connected by means of hollow rod to pump out cone so that distance between lower edge of cone and upper edge of collet centraliser is not less than plug diameter. Pinion is installed on the end of hollow rod. On the stock opposite the shaped slot there arranged is cage with inward pressed slips outward spring-loaded with centralisers and guide pin arranged in shaped slot with possibility of being moved along shaped slot together with the cage. At that, slips have the possibility of interacting from inside with the cone at movement of the pin upwards along long longitudinal section of shaped slot together with cage - working position, and interruption of interaction when the pin is located in short longitudinal section of shaped slot - transport position.
