FIELD: information technology.
SUBSTANCE: base station is suggested used in mobile communications system where one-carrier scheme is used for upstream transmission. The base station contains planning module made capable to assign one or more resource units of uplink to user device in accordance with user device uplink status; and reporting module made capable to report planning information indicating assignment result for user device. Control uplink of user device is mapped to resource unit in transmission frame, containing several resource units, according to frequency tuning pattern based on planning information. In this process, control uplink is mapped to resource unit according to one frequency tuning pattern irrespective to whether control uplink is connected with user link or not.
EFFECT: higher quality of receiving information.
