SUBSTANCE: user device, which is configured to transmit over at least one control uplink to a base station using a single-carrier technique, and for which constant scheduling is applied. The user device has a module which provides data reception acknowledgement information, a module which provides channel quality information, a module for generating a control channel which generates a control uplink, containing at least one of data reception acknowledgement information or channel quality information, a transmission module configured to transmit the control uplink using a pre-allocated frequency bandwidth. Said control uplink contains at least one unit which includes a sequence in which the same coefficient, transmitted using higher level signal transmission, is multiplied by each signal of an orthogonal code sequence for the user device.

EFFECT: constant scheduling where a user is allocated predetermined resources.
