SUBSTANCE: systems and methods help to use distributed frequency planning and optimise re-use factor based on technologies of control of mutual interference between forward communication line and/or return communication line. Optimal re-use factor for base station can be determined from index which evaluates service levels associated with neighbouring base stations. Furthermore, subset of available resource sets can be selected to be used by base station; thus, due to such selection, resource sets combination specific for base station can be formed. Additionally, mappings of each resource set into physical resources set can be distributed in network or its part. According to one more example, frequency hopping can be limited to use resources within resource set (more preferable than in several resource sets) as provided in base station-specific hopping scheme.
