Frequency domain configuration includes assignment of resource blocks, which indicates physical resource block PRB, resources for uplink transmission of message 3, where assignment of resource blocks comprises UL narrow band index and set of PRB pairs inside narrow band; and/or configuration of hopping frequency of uplink transmission of message 3.
