SUBSTANCE: terminal comprises: a circuit configured during operation to determine the physical upstream control channel (PUCCH) resource in the PUCCH resource set provided by cell-specific information that is used to configure cell-specific PUCCH parameters for initial access, containing the amount of characters, wherein when the PUCCH resource set uses the 0 PUCCH format, the amount of characters is set as 2; and a transmitter configured during operation to transmit confirmation information using the PUCCH resource during initial access.
EFFECT: ensured flexible PUCCH resource allocation during initial access.
