A signal of battery temperature is sent to one input (-) of the comparator, which corresponds to the battery temperature detected by a unit of battery temperature detection (8), and a reference signal corresponding to the temperature of discharge start is sent to the other input (+) of the comparator.
EFFECT: variation of value of the specified charging current of the charging current setting unit and value of the specified current of full charge of the full charge current setting unit in accordance with the output signal of the comparator.
