FIELD: information technology.
SUBSTANCE: apparatus and method use a signature table which contains access types, downlink channel quality indicator (DL CQI) and uniquely correlated signatures. In this table of signatures the level of DL CQI indicator is established for each type of access in compliance with amount of data sent/received prior to data transmission, after random access asynchronous channel (RACH) transmission. If the access type is "inactive", then the data amount is more compared to other types of access, and DL CQI indicator will be set as equal to the level 1-6. If the access type is "active", then the data amount is less compared to other types of access, and DL CQI indicator is set as equal to the level 3 and more than the level 4. Besides, if the access type is "service transfer", then the data amount is medium compared to other types of access, and DL CQI indicator will be set as equal to the level 1-3 or higher.
EFFECT: ratio transmission method and apparatus configured to increase resource use efficiency without reducing number of signatures can be provided.
