SUBSTANCE: in the proposed method the specified problem is solved due to the fact that heat carrier passes the tube sheet and after that it is swirled by means of non heat-emitting fuel element simulators made in the form of tightly packed swirled bars attached to fuel elements with length of not less than 1/3 of swirling pitch.
EFFECT: improving operating reliability of assembly by re-distribution of heat carrier along the assembly section and equalisation of heat carrier velocity in the section when heat carrier leaves the tube sheet before the heat emission zone begins.
