SUBSTANCE: technologies are disclosed for sending control information in a wireless network. In one aspect of the invention the hierarchical structure of control channels may be used, the first group of control channels may be sent in a segment with low extent of reuse, and the second group of control channels may be sent in a segment without reuse. In another aspect the first control channel is sent in a segment with low extent of reuse and is used to configure the second control channel sent in the segment without reuse, so that the second control channel may be reliably received in scenarios of dominating noise. In one circuit the first base station sends the first message along the first control channel into user equipment (UE). UE sends the second message into a base station that develops noise in order to request that it reduces noise for the second control channel. The first base station sends control information along the second control channel into UE.
