SUBSTANCE: in one version, a transmitter can generate a message which includes coordinate information and error information for the location of the transmitter, wherein the coordinate information can include the latitude and longitude for a horizontal location and, optionally, the altitude of the transmitter. The error information can include the error of the horizontal location and, optionally, the error of the altitude of the transmitter, where the error of the horizontal location can be given by the radius of a circle having its centre at a point with the latitude and longitude of the transmitter, and the altitude error can be given by the deviation from the altitude of the transmitter. The transmitter can send a message to at least one receiver over a wireless network, wherein the transmitter can be a base station which can send a message to terminals within its coverage area.

EFFECT: enabling more accurate location estimation for the receiver.
