SUBSTANCE: image encoding device (200) encodes an input image (91) in an ordinary process which is similar to main encoding based on a predictive quantisation parameter (QPd), and encodes the input image (91) in a simpler manner (simplified process) based on the QPd and quantisation parameters (QP) close to the QPd. A code size ratio R-reduction between the well matching generated code size obtained through an ordinary process based on QPd and the generated code size obtained through a simplified process based on the QPd is calculated and the well matching generated code sizes are calculated based on the QP close to the QPd, based on the code size ratio R-reduction and generated code sizes obtained through a simplified process based on the QP close to the QPd.
EFFECT: high efficiency of encoding images.
