SUBSTANCE: invention relates to computer engineering. An image processing device comprises an establishing module for establishing, based on a value indicating the minimum size of a coding element, for which a difference quantisation parameter is established, the current quantisation parameter for the current coding element, formed by the recursive division of the largest coding element into smaller coding elements as the element division; a quantisation module for quantising image data for generating quantised data using the said current quantisation parameter and a coding module for coding the generated quantised data in the said current coding element for generating a coded data stream.
EFFECT: preventing deterioration of the subjective image quality for a decoded image.
